The Pateoumins are a species in the Galactic Federation that are currently (mostly) observing Earth from near-space. They are roughly or slightly shorter than the height of an average human being, however with larger heads.
The Pateoumins are record-keepers who observe different planets and record events that take place on those planets. Their home planet is in a star system quite close to Earth. On their home planet, they learn the tools and techniques of record-keeping and how to access records from different dimensions.
History/record-keeping is their primary concern and hence they have links to multiple types of libraries located in different places and spaces in the Universe.
If you meet a Pateoumin in person, you will likely find them to be inquisitive and interested in what you have to say and how you think. As is consistent with their job to observe everything keenly in order to keep records about what is taking place!
There are one or two Pateoumins who are currently on Earth inhabiting (rather than incarnated apparently!) human form. Their primary function here is to observe Earth so that they can keep records of Earth events and things taking place in the energy field of Earth. All of this information is then transmitted back to their off-planet galactic team/star family.
